Delhi Speaker highlights role of House panels in ensuring transparency

New Delhi, July 14 (IANS) Stressing accountability and good governance, Delhi Legislative Assembly Speaker Vijender Gupta on Tuesday inaugurated a Workshop for the Chairpersons of the Financial Committees and Department-Related Standing Committees (DRSCs).

Addressing the committee chiefs, Gupta said, “Much of the Legislature’s detailed and substantive work takes place through its committee system, where Members examine policies, scrutinise public expenditure, review departmental performance and assess the implementation of government programmes through informed and constructive deliberation.”

“The committee system represents one of the finest traditions of legislative functioning. Through patient deliberation, scrutiny and evidence-based recommendations, committees strengthen not only executive accountability but also the quality of governance itself,” he said.

Congratulating the newly-appointed chairpersons, Gupta said their appointment was not merely a procedural assignment but an opportunity to strengthen one of the Legislature’s most vital institutions for ensuring accountability, transparency and good governance.

The workshop was organised to acquaint the chairpersons with the constitutional, procedural and functional aspects of the Financial Committees and Department-Related Standing Committees, to strengthen legislative oversight, accountability and good governance.

Gupta observed that Standing Committees have evolved into one of the principal pillars of legislative democracy as governance has expanded in both scale and complexity.

They provide an institutional forum where members rise above the immediacy of political debate to collectively examine issues on their merits, engage with officials, experts and stakeholders, and undertake evidence-based scrutiny of interconnected sectors such as public finance, urban development, health, education, transport, technology and environmental sustainability.

He noted that committee recommendations frequently improve administration, refine public policy and strengthen public confidence in democratic institutions.

Emphasising that citizens today expect not only representation but also transparency, accountability, responsiveness and visible improvements in public service delivery, the Speaker said the newly constituted Standing Committees provide the Delhi Legislative Assembly with an important opportunity to deepen its engagement with the everyday concerns of Delhi’s residents.

Their effectiveness, he said, would ultimately be measured not by the number of meetings they hold but by the quality of their deliberations, the relevance of their recommendations and the positive difference they make to governance.
