Maha e-HRMS system will become face of admin: CM Fadnavis

Mumbai, Aug 24 (IANS) Chief Minister Devendra Fadnavis on Monday said Maharashtra has introduced several reforms and brought transformational changes in human resource management, placing the State at the forefront of the country in this field.

He stated that the ‘Maha e‑HRMS’ system is a prime example of these reforms and will become the face of dynamic administration. He also lauded Maharashtra for presenting yet another success story of its digital capabilities before the country.

The Chief Minister was speaking after inaugurating the Government of Maharashtra’s digital human resource management systems – ‘Maha e‑HRMS’, ‘Maha‑IAS’ and the ‘Mentor‑Mentee Portal’. On the occasion, ‘Jigyasa’, an indigenous artificial intelligence‑based assistant, along with the country’s first automated e‑Order Module, was also launched.

CM Fadnavis said that while delivering government services, officers and employees often remain caught up in government resolutions, rules and procedural tick‑boxes. The initiative marks the first phase of comprehensive administrative reforms being implemented under Government Process Re‑engineering (GPR). By modernising paper‑based administrative processes and service books that have been in practice for over a century, the initiative aims to make governance simpler, faster and technology‑driven. He said the programme is a major component of the Government Process Re‑engineering initiative launched by the State Government about two years ago and the proposed integrated human resource management system.

The Chief Minister said motivation is important for maintaining enthusiasm at work, and promotion is a key motivating factor in government service. The new system will accelerate the promotion process and digitise the entire service lifecycle – from appointment order to retirement documentation. He noted that officers working in the government system have practical experience of ground realities, which can be effectively utilised to address challenges faced by the State. He congratulated the General Administration Department for its contribution to the development of the system.

Deputy Chief Minister Sunetra Pawar said the day would be recorded as an important milestone in the State’s governance. Implementing the Maha e‑HRMS system is a revolutionary step, she said, adding that the success of any government policy or initiative depends largely on the administrative machinery responsible for its implementation.

A capable administrative system ensures effective implementation of policies, she said. With the new platform, Maharashtra has taken a leading step in digital governance. The system will bring greater speed and efficiency to service‑related matters and has been developed by integrating six digital tools, she added.

Additional Chief Secretary (Services) V. Radha, in her introductory remarks, outlined the journey of the initiative. She said the first phase covers the State’s IAS cadre, while officers and employees across the State Government will be included in subsequent phases.

The system integrates various rules and procedures followed across 123 establishments under 42 government departments. Under Maha e‑HRMS, the physical service books in use since 1935 will be replaced with structured digital e‑Service Books. Every service‑related record will be automatically updated based on orders issued through the e‑Order Module. Officers and employees will receive notifications through SMS or email, ensuring their digital service books remain continuously updated throughout their careers, said the government release.

‘Jigyasa’ is an indigenous AI‑based smart assistant trained on rules relating to IAS and other All India Services. It will provide officers with information and guidance regarding service records, applicable service rules, admissible entitlements and other service‑related matters. The Mentor‑Mentee Portal will provide a platform for senior officers to share their field experience, administrative skills and institutional knowledge with junior officers. Through the e‑HRMS mobile application, officers and employees will be able to access services from anywhere, including viewing salary slips, checking attendance records and submitting leave applications, said the release.

The Maharashtra State Unit of the National Informatics Centre (NIC) has developed the secure, open‑source‑based, integrated and future‑ready digital human resource platform. It uses Parichay and NAPiX technologies and is integrated with platforms such as e‑Office, iGOT Karmayogi, Mahapar, Sevaarth, NPS, DigiLocker, Bhashini, e‑Cabinet and other State and national‑level platforms, the release said.

Emerging technologies such as artificial intelligence and blockchain have also been incorporated into the platform. Through Jigyasa, Maha‑AI and Anubhav AI, intelligent assistance will be made available to employees for their day‑to‑day work, the release said.
