New Delhi, Aug 11 (IANS) Delhi Chief Minister Rekha Gupta on Tuesday presented a CAG report and hit out at the previous AAP government for its alleged mismanagement of public resources, reiterating that every rupee of public money will now be used transparently.
Presenting the CAG report during the Monsoon Session of the Legislative Assembly, the Chief Minister brought into focus serious questions over the previous government’s management of public resources, calling it a report card that has exposed the AAP government’s loot of public money.
“Public money is the people’s money. Every rupee must deliver better roads, schools, healthcare, transport and public services. The Delhi Government remains committed to transparent governance, fiscal discipline and institutional accountability,” she said.
Chief Minister Gupta said the CAG report tabled in the House during the session should have been presented long back, but the previous government tried to hide it from the public.
She said the Public Accounts Committee (PAC) was rendered defunct under the AAP government.
Expressing shock over the financial mismanagement under the previous government, she said, “There was hardly any sector which did not suffer due to a scam. Whether it was a matter of floating a tender, formulating a policy or giving subsidy, there were scams in all their actions.”
She also accused the AAP government of financial indiscipline due to which it failed to even fully utilise the funds allocated under the 2024-25 Budget. “This was, primarily, due to their lack of intention to do public welfare,” she said.
“Out of the Rs 80,798 crore Budget in 2024-25, the previous government could manage to spend only Rs 61,000 crore,” she said, adding that the AAP government failed to even utilise funds provided by the Central government for cleaning the Yamuna, air pollution, reducing garbage dumps and improving roads.
The Chief Minister slammed the AAP government for delaying Delhi Metro by not paying its share; returning central funds for the Ayushman health scheme; for ignoring funds for the school of excellence and transparent ration card system.
“They announced 32 schemes of over Rs 1,500 crore but failed to utilise funds sanctioned for it,” she said, calling AAP leaders “shameless” for now raising baseless issues and imagining scams under the current government.
“The termite in the system dates back to their era. The BJP government is now spraying pesticide to control the decay,” said Chief Minister Rekha Gupta.
“They did not launch the Delhi Lakshmi Yojana – the monthly financial aid for women – for which they had promised Rs 1,000 every month but kept announcing its launch around elections,” she said.
The Chief Minister also criticised the AAP government for delaying GST refunds to businessmen. “They issued returns of just Rs 695 crore in one year, whereas our government issued GST returns worth Rs 1,313 crore in one year,” she said.
Speaker Vijender Gupta said that CAG Report No. 1 mainly contains the CAG’s observations, audit findings and conclusions relating to various departments of the Government of Delhi during the year 2022–23.
It includes revenue loss in stamp duty and registration fees, unnecessary expenditure by DSSSB, the subsidy policy in the power sector, payments relating to GTB Hospital, irregularities found in DSIIDC, shortcomings in the e-procurement system, matters relating to the Public Works Department, the construction of the new block of LNJP Hospital, the Delhi Transport Corporation and the Delhi Jal Board, he said.
He said the State Finances Audit Report, Report No. 2 of 2026, has also been discussed here. This report is now being sent to the departments concerned so that the Action Taken Notes may be received at the earliest.
It is being forwarded to the departments for their Action Taken Notes, and simultaneously, the Public Accounts Committee will take further action on those notes, he said.
